Powers on but tape does not seem to play or record.

Becuase of this it is being sold and not working or for parts, but may be the belts have degraded and needs replacing?
Cosmetically, it’s in very good condition with hardly any noticeable marks.
Comes boxed with manual, many all intact but have been stored folded, box is very tatty.
