I have plugged it into a computer, drivers install, unit has power and lights come on when you press the OCT up and down buttons, I have not tested it any further.

We have many items weekly, many of the items do not have chargers, batteries or power adapters meaning we cannot test them.
We simply do not have the time, with eBay listing, responding to customers, shipping items, checking stock and trying to have a family life, its just not something we have time for. We are fully aware that many of our items work and that if we tested them we could make more money, but our business model is based on volume and small profits, we are happy to pass the bargains on to our customers.
